n00b steam help

How does steam actually work?

Just I thought I would download the game, have like a data file for it, that I could then copy over to an external hard-drive.

Thing is I installed Steam thinking this is how it operates. Installed it to my C drive, bought STALKER, and now I only have 8.99gb free on my C drive, last time I checked I should have 20gb+
So once STALKER finished downloading can I then move the game into my E drive?
Or will I need to reinstall steam on my E?
 
As mentioned it's possible to just move the entire Steam install over onto a separate hard-drive and run it from there without having to re-install the client.

Alternatively, it is also possible to spread the games out across multiple drives using the mklink command in the command prompt. You would have to download the game first, move it to the alternative location and the create the junction using the mklink command.
