Name that Software!

I can't remember the name of a little application which is needed by a friend.

It's a tool which helps you configure a dual-screen setup and i'm sure it's quite popular; I know, the description is a little brief but it's all I could think of.

Any clues?

While were on the subject, I use it with two monitors, the primary monitor being on the right. The odd program opens half on and half off the right side of the primary screen.

Does anyone know a fix for this, have I missed a setting or something ?
