Its a graphics card website or something. It tells you the percentage increase from 1 card to another. i.e 7900 GS and 4870 and it said its 250% increase

You might be thinking of Tom's Hardware. It doesnt give you percentages but it does show direct comparisons between recent cards, in frame rate terms.
