Bit of fun for a Friday, does anyone know what this is:

I'm told it is a toy from the 70's or 80's but I can't see what you would do with it and I don't remember ever seeing one when i was a kid.

Any ideas?

What size is it? The first thing that springs to mind is it's the jawa transport thingy from the original Star Wars (must get out more )
