Name this game: Top down action driving game where a skull laughs at you when you die

Hi all,

Was wondering if you can help me remember what this old game is called. Here are some more details:

You can drive a selection of vehicles (Jeep, Tank, Helo, Missle truck) along quite a big map


Each player has a base with defense and the goal of the game is to get into the other persons bases and steal their flag and then return it to their own base

The game supports two players on the same keyboard.

When you die a laughing skull mocks you
