You can quite easily make a hard drive cage and rivet it to the top or bottom if you want to.

Lian Li PC-V2120 could house 13 without buying/making extra cages but I don't think there's much sense in it with that price when you could get PC-A70 and extra 5.25" HDD cage for half the price.
Also there was old many years ago discontinued PC-V2000 which had 12 HDD bays but even second hand one would probably cost more.
