I have found that buying fans that both cool in the way that one wishes AND stay reasonably quiet is a bit of a lottery.
Rule of thumb - more cfm = more noise
Also when looking at reviews , partic. users, matters such as what case they are in , what fan speed they are actually running at , how the fans are controlled are hardly mentioned.
Have learnt that the fact that someone says that such and such are great at cooling and silent does not mean that such will be the situation- more likely that the noise level to me will be 'blo... awful' / unacceptable.
Am currently running 3 x 200mm + 2 x 120mm +1 x 140mm case fans (mostly nzxt - as they came with the case). These are run at the minimum speed allowed by the case fan controleer and are to me very nearly silent; but they do produce enough air to keep things cool.
I was running a prolimatech mega cooler and used Apache fans (push/pull config) until I switched to (firstly an Eco ALc and latterly) a corsair h60 to which is attached one of the Apache's.
Running PWM ( Which I would strongly recomend) on the cpu cooling fan I find that the fan speed varies between 700 and 1200 rpm - the former being, practically, silent but the latter I can hear. BUT it very rarely exceeds 1000rpm (IBT runs get me to its fastest) and in normal use , including gaming , I do not notice it.
Recently there has been some criticism of the Apaches but as they worked for me I can only recommend
BTW - Never keen , personally , of the Vipers - took/have taken the view that they possibly provided too much additional noise for a small cooling performance gain. The noiseblocker Multiframe fans look interesting.
Overall would suggest trial and error approach - buy one and see.( Could be expenive tho
