But I'm struggling to justify the costs if I'm honest, I don't mind paying for a GPU as it does most of the work, but CPUs and RAM are currently ridiculous prices.

I don't have a gaming rig as it stands but it would need to cope with 4k as I would be gaming through the TV, the only other option I've thought of to bring costs down a bit is to game at 1080p and buy a reasonably cheap 1080p gaming monitor, but I'm not sure my causal gaming justifies the outlay as I'd need a desk etc for somewhere to put it so the in the end probably wouldn't be saving much.

Console gaming has never looked so appealing...
 
1080p can scale losslessly to 4K screen so there's that backup.
(even 2x scaling)

But this is really wrong forum for gathering PC parts.
Not to mention needing to know budget limits.
But you guessed right that cost of 4K capable PC isn't smallest, and definitely not exactly easy for casual gaming.
With graphics card also being the part of gaming PC fastest losing its value...
Having variable refresh rate monitor would help to smooth experience from more affordably priced graphics card.
But obviously TV's aren't good for finding that feature.
