I don't know anything about Vermintide II, but I think RDR2 and GTAV could be played with just a modest graphics card upgrade.

That said, 2K is enough to build a PC for 4K gaming, so you don't need to spend £3.5K regardless.

You don't state what resolution your current monitor is, but with such a budget and such an old system, you could be far better off building a new AM5 system.

Personally I see no point in the 9800X3D CPU's simply due to real world gains per pound until you get past the £700 GPU price bracket. Below is a rough idea of what you can put together for the sort of budget you mention. There are a lot of options, though with a 9070xt there really is no need to go past the 9700x, in reality most won't see much difference even with a 7600x. If the 9070xt is too much GPU, the 9060xt is a far cheaper option but still pretty good, and also doesnt need a huge PSU. Though with PSU pricing currently, 850w to 1000W is the sweet spot.

I play a lot of older games myself, and only recently upgraded from an old 4770K system, I came to the conclusion a 7600x would be a great starter CPU for my own AM5 system as it was available for £140 and recommended here on the forum, the 9600x is the newer CPU and not much more expensive.
GPU wise, I wa swanting the 9070xt or 5070ti, but to be honest with the majority of the games I spend time on, the 9060xt 16gb at £350 would probably be good enough for me, and with 24gb GPU's comming out in future, I am unsure of what current GPU's are worth it at current pricing.
if I was chasing more recent AAA titles at 4k 160hz, I would be wanting the 9700x or 9800X3D with a 5070ti/5080. But even a 7600x with a 9060xt 16gb would be a massive upgrade on any older system on the 115* socket.
