Need cooler recommendation for E5 Xeon

I am planning a new build with a Phanteks Evolve glass case. Got an E5-2683 v3 CPU.

It won't be running at full tilt all that much, most of the time it will be idle. I was thinking along the lines of a H100i or FrostFlow 240L or similar attached to the roof rail.

Keep reading about leaks though, are these that common on AIOs?

Leaks are not common in AIOs, but may occur. As well as pump failure also occurs from time to time. If it's not going to be utilised most of the time, then I wouldn't even bother with an AIO.
I would personally grab an air cooler for this. Better reliability for sure.
Much of Noctuas and BeQuiet are good air coolers.
Else for AIO, I would look at Corsair or NZXT Kraken.

Xeons dont need that much cooling power to keep them cool. i have a Alpenföhn Brocken 2 and it keeps my E5 1650v2 @ 4.6Ghz under 55c when gaming
Your CPU is only 120w @ 2.0Ghz any good 140mm cooler will be upto the job and cooling and running quiet

if you do go down the AIO path get an all in one not a custom unit like at EK predator they are known to leak
