Need educating on RAM timings

I'm very ignorant on this subject.

Of the two following sets of RAM, which is quicker?

OCZ with CL 7-7-7-20

or

Corsair with CL 9-9-9-24.

What do the figures represent? Would one of them be better for overclocking?

Lower is better.

If you overclock the RAM (increase the frequency) then you will have to increase the voltages and timings. Volts/Timings/Frequency are all interdependant.

Having higher frequency RAM gives you more opportunity to overclock the CPU
