Is this normal for the in car view to blur up when going faster?

Yes mate. It's meant to be simulating tunnel vision at fast speeds. The view of the track (tunnel) is fine, just the dials etc blur.
There's a Time Trial Championship going on over here if you're interested. All skill levels welcome.
