Need Help/Advice! (CPU Bundle Q660)

Ok, sorry for the long message, but im having 2 problems currently..

Problem 1:

I recently got this bundle from OC, (Abit IP35 Pro XE Motherboard / Intel Q6600 Quad Core @ 3.20Ghz / 2GB (2x1GB) OCZ PC-8500 RAM / Freezer 7 Pro CPU Cooler) and am having some problems/ queries with it
Everything is sort of ok, I had some problems to start with, with fixing the freezer 7 cooler to the MB, as the plastic pins bent back, so I couldnt fix it, and in the end had to use the stock intel heatsink
Am currently running at stock speed (2.4ghz) but am having a few issues with temperature readings etc
I dont bother going by the bios readings as ive read with this MB that they arent correct, in windows though I am getting an idle temp using real temp of around 39-40 on each core, but if i run prime 95, and do some stress testing the temps shoot up rapidly to over 90, upto 100 almost
Surely this cant be right? ive been leaving the side of the case off as well, and even felt the heatsink and it doesnt feel hot, im sure its mounted properly as well.
Anyone know why?

Problem 2

Before I started to try and install my OS, I thought id have a go at trying the OC and getting my cpu to run at the guaranteed speed of 3.3gz stated on the instructions
Ive followed every page step by step, but no matter what, it doesnt seem to want to work
All im getting after saving the settings, is the system turns itself off, and then around 5 seconds later starts up again, but I dont get a beep or anything, and no boot menu/bios setup etc, I have to unplug the power for around 10 mins and then when I turn on the system again, it then boots up, but back to the settings I had before changing everything in bios
Im sure my PSU is powerfull enough, as its a 550W so it cant be that
All I have installed in the pci slots are my 2 nvidia 8600gts cards

Can anyone help?

Been scratching my head at everything for over 2 days now and am stuck!

If you've done everything on the instructions then there must be another issue that is stopping you from getting to 3.2GHz. Cooling is usually the main issue when overclocking, especially if you're still using the stock cooler
 
Your PSU may not be powerful enough if it's a poor brand. You're looking at roughly 50-60W of an increase with the overclock. The cheap generic PSUs have relied for a very long time on people not actually going anywhere near the rated wattage. They've also relied on vastly underpowered 12v rails.

However the temps you have are massive, and as above it's likely a heatsink/paste issue.
 
Would you say that these temps are about right then if the hs isnt seated properly?
Was playing HL2 last night and the readings went up to over 70 instantly
I'm still curious about the overclocking problem though, like I said above, it shuts the system off when saving settings, then boots up again 5 seconds later, but nothing!
Surely if my psu wasnt powerful enough it wouldnt turn on at all after saving the settings in bios?
Am going to try and fix the ac7 hs on again this afternoon
 
dont even think about oc till u get your temps down

mine are low 30s on idle using core temp try that

hitting 60 max under load

its clocked at 3.4 so soon as you have your colling i will post fotos of the bios up for you, but im in edinbrough now till thursday with no net access :(
 
UPDATE:
I took off the heatsink and tried to mount the ac freezer 7 back on again, and this time ive managed to mount it properly!
Idle temps are now around 26, and on full load under prime 95 they are only going upto 45 max!!
I still need some help though with the overclocking side of it, tried again in bios, but it still wont boot after saving settings.....
