Need help building a new Rig

Hi all.

I've had the following build for the past 2-3 years:

i5 2550k CPU
8GB Corsair XMS RAM
XFX Raden HD 7970x (failed so replaced with MSI Nvidia 760 4GB)
Corsair Gold Pro 850W PSU


I've had a few issues with it, the AMD GPU conked out a while ago so I replaced it with a 760 4GB, the top 120mm[?] fan has stopped working even after oiling it and putting it back together. The most recent issue is sometimes I get a disk read error when booting up, and sometimes get freezes where everything freezes for about 15 seconds then goes back after hearing a weird windows sound.

Anyhow, I figured that instead of replacing piece by piece I'd probably get a new build for the upcoming release of Warlords of Dreanor and other new games.


What I'll be keeping:
- My ASUS 27" 2560x1440 monitor which is used as the main monitor
- My Samsung 32" 1920x1080 TV which is used as the secondary screen
- my GPU[?] MSI 760 4GB is fairly decent? I could keep it as it's the newest part, and possibly could buy a 2nd to run a dual GPU setup?
- I have a 1TB secondary drive which I can keep


Preferred Requirements:
- Be able to handle latest games at highest performance possible (the usual i suppose :P)
- I want to try a water cooled system this time. Is this good/bad/worth?
- 16GB RAM
- SSD for primary drive about 250GB preferred


So there you have it, go wild! I've set a rough budget of around £1000 but the lower the better :P
 
Cue the mad money spending.
And I guarantee most builds will come in £50 above budget. :p

Is 16Gb necessary?
And as for the AIO water solution, I think you'll get cheaper, better cooling with something like a Noctua.
 
I'm not sure if 16Gb is necessary. I've seen my pc running at 5GB out of 8 quite often, dont know if 16GB will benefit hugely or not. :) Would just like to see what people come up with. I am quite keen on the system being cooled very well :)
