Need help building a PC for 3Ds Max Lightwave?

Hey trying to help my sister out she need a new PC for her uni work she is doing a graphics design course and her current PC is a bit on the old side struggling to cope.

She is limited to around a grand in total 3Ds Max is the main program they are using.
