Need help designing an image (PS elite in here)

Ok i posed this question in the photography forum and didnt get very far.

What i have to do is create an image based on identity.
I want to create roughly an A3 image of an eye. But i want to make it from hundreds of smaller identical images.
Like the picture of homer simpsons that made from lots of little simpsons characters.

I need some guidance/help on how to best achieve it, i have CS2 and am pretty proficient at using it, yet cannot think of any, not so time consuming ways of achieving a result.

I had the idea of taking the larger image and placing a new layer on top made of a grid, and then slowly cutting and pasting hundreds of eyes with there pupils change to the colour needed for the area they are in.
Gona take a long time mind like that.

I knwo there are some graphically skilled people here so how would they go about it.

Hmmmm will think about cost, myabe. Does nayone have any free option or ways of making it?
 
I have done this before for a 6ft by 4ft exhibition poster. I think the software I used is http://www.photomosaicmaker.com/.

All it needs is a selection of source images, and a target image. Some packages do adjust the colour balance of each image to match the target image. Grab a demo of a package and get a bunch of source images and give it a go.
