like refreshers rolls in shape but appreance more like hard candy think or life savers or fruit polo with out the hole etc...

Don't think these are the same things, shapewise and whatnot yes but I remember these sweets as the OP says coming in a tube from a regular sweet shop way back when. I had them sometime in recent years too but I can't for th life of me think what they are right now!
 
not fruit gums ? ... that got stuck in teeth
... are completely hardboiled sweets ever sold in tubes, as opposed to individually wrapped since they'd stick together
 
Jolly Ranchers? I think they came in a roll at one point.

Fizzy Jerkz is another one - that name took me back to primary school!
