Need help, PC needs fixing

So a few months ago when playing games on my PC, the fans or something would begin going into overdrive sounding like a jet engine for like 5 seconds, this would occur at least a few times every minute or 2. It would also get ridiculously hot and it began overheating and taking me to the BIOS screen. I took it to a maintenance shop and they fixed the water cooling and gave it a clean. Now the frames on every game I play are terrible, I can only play very old games or a select few, most games are basically unplayable especially FPS games as I get bad stutters when I flick. It doesn’t overheat mid session anymore but if I play for a while then restart my PC the BIOS screen will again come up saying the CPU is overheated.

I’m looking to buy whatever part I need to fix this issue but I’m unsure if this could be the GPU, CPU or something else, could really use some help and if any more info is needed I’ll try my best.
 
Currently at work and I finish at 4PM I will provide full specs after then. I can tell you however temps were going to just above 90 degrees and the BIOS menu said the cpu was overheating but if it was the CPU that was damaged how come frames are being affected so drastically?

The cpu will thermal throttle if overheating and reduce power affecting performance , download Msi afterburner and check cpu and gpu temps idke/ under load then report back with system spec also.
 
i'd suggest you take it back to the pc maintenance shop.

I didn’t explain this part well my bad. I know it wasn’t the PC shop that broke it because the performance was slowly getting worse even before I sent it to be fixed. Its just after I took it in I think the damage had already been done.

I played For Honor for around 45 minutes and the highest temp it got to was 67 degrees

I'll continue playing shortly and if it starts spiking or anything I'll post an update

So is that CPU or GPU temperature?
 
So I just restarted my pc and its given me the CPU over temperature error and its saying its at 88 degrees so I’m assuming afterburner was showing me the GPU temperature
 
My cooler is: PCS FrostFlow 120 Series RGB High Performance Liquid Cooler

The temps I gave were before I restarted my PC however I installed hardware monitor just to be sure. So while idle its showing GPU temp at 33 degrees and CPU temp is at about 62 degrees. I'll game for a bit then check back in on what the temps are at.
 
So I haven't played anything as of yet, GPU temp is at 33 degrees still but CPU temp is at 95 degrees this must mean its the CPU causing lag when gaming?
 
That's normal temperature for failed CPU cooler or is mounting.
Likely pump of that waterpipe cooler is worn out, or loop has enough air in it to cause blockage.
(if not those then some other wear/degradation mechanism)

Mugen 5 would be better for continuous cooling per noise than those tiny radiators without much surface area.

The water cooler is working fine now though and the PC doesn't feel hot at all. Hardware monitor is showing pretty much all the cores at 100 degrees after playing for a while. GPU is at 70 degrees
 
If cooling wasn't working wouldn't the PC be way hotter though? When it was broken before you could barely touch it because it got so hot
