Need help - putting an image onto a sig

Ok so im learning photoshop and wanted to created a forum sig for ocuk.

I have been following this guide
clicky
on how to make a basic sig, it all seemed ok until the part where it says copy your picture onto the layer.

Now i went to google and found a random picture to practise with, then copied it to my layer, only problem is it was big, i tried to crop it, but as the sig was 400x75 it went out of the spec and i couldnt see the edges. Also how did that guy get the cartoons(anime) face without any of the background etc from the picture it was taken?

/yes i know this is **** but its the first ever thing ive created!

If the imported picture is huge compared to your canvas.

Then Ctrl - to reduce the size of your canvas, untill you see the imported picture frame.

Then Ctrl T to reduce the size of the imported picture frame.
