Need help to resolve this issue. PC doesn't boot

For a while now the CPU/DRAM would light up whenever I turn my PC on - fans/cooler will come on but no RGB and PC doesn't boot. I changed the RAM and it did the same thing but I tried again (after 2hrs or so) and it came on successfully. Unfortunately the day after the same thing happened where both CPU/DRAM light lit up. I never messed around with my CPU since day 1 (no OC), new ram worked initially so i figured the problem may lie else where so I placed an order for a new mobo (MSI MPG X870E Carbon WIFI). After installing everything the same thing is happening...

My specs:

AMD Ryzen 9 7950x
MSI MPG X870E Carbon WIFI
48GB DDR5 Corsair Dominator Titanium (24GBX2)
RTX 4070 Super
Corsair RM850e 80+ Gold
NZXT Kraken 360 Elite RGB
10x Lian Li TL fans
1TB SN850X SSD

I'm debating whether or not the issue lies with the CPU or even the PSU.
 
red cpu light, yellow dram light. manual says red cpu light = not detected or failed, yellow dram light = not detected or failed
 
Ok ill look to replace the CPU after AMD releases their X3D line of CPUs, rumours point to an end of month release (early november on the shelves). I guess ill be using my macbook in the meantime.. Ill be sure to update the thread once i get my hands on a new cpu.

Anyone else reading this feel free to drop your thoughts on the matter as well.

Ohh I thought i was out of warranty! im just filling out the claim now but my part number doesnt seem to valid? My part number is 100-000000514

Yeah, I bought it from SCAN UK. There is another P/N that ends in WOZ, upon browsing it seems WOZ is for one without a cooler and WOF is the one with a stock cooler. Not sure if this is entirely correct. I do remember not having a stock cooler provided
 
Ok great, I will contact them tomorrow! I only mentioned where I purchased it from to you so thats probably why. Also I'm sure you are already aware but there is some thermal paste residue on the exposed components on the CPU (not sure what they are), was wondering if this would cause any issue with the RMA?

I used Arctic MX6 thermal paste which seems to be ok, I do have some isopropyl alcohol 99.9% so I just remove as much as I can.

Also do you know how long it usually takes to RMA and receive a replacement?
 
no particular reason, just assumed it was a self-built boxed component
i've RMAed with AMD a couple of times and it was painless and just required the receipt

if it was a prebuilt then yeah, go back straight to the etailer

I built it myself, just bought the majority of the parts from there. Would it be easier to do it through them or directly with AMD? First time doing this so I'm clueless
 
the last time i RMAed through AMD was 4 years ago now
it was very painless and if i recall correctly received the replacement part in about a week (or just over)
Ok sounds good. When filling out the P/N which option should I select? 100-100000514WOF or 100-100000514WOZ? On the CPU itself it says 100-000000514
 
I would select 100-100000514WOF. Is this not on the retail box label?

From what i have read 100-100000514 on its own indicates it is a OEM/TRAY CPU.

I would try and clean all of the thermal paste off the CPU before you RMA it, they may use this as a reason to refuse.

How much is on the CPU and is there any on the socket pins, can you post a pic to show us?
Am sure i read that while it is not conductive, it can act as a insulator.
If this is the case, it may explain why you have random faults with your RAM.

there was minimal amounts of thermal paste on these exposed areas, i did clean it up (isopropyl alcohol 99%) and tried to boot it up again after 10mins but the issue still persisted. When you mention socket pins im not sure what you mean but what i can say is that there is no thermal paste on the motherboard socket (brand new) + the bottom side of the cpu was clean as can be, i also cleaned the underside and the issue still persists.

UPDATE: I have received RMA return details, it will be a collection for this coming monday which is great (no cost to me :D), should receive the replacement within 7 business days from time of collection.
