Need help with 3770k Overclocking

Ive currently overclocked my cpu to 4.6ghz with 1.25v

But the problem is it only runs at 4.6ghz while under stress and my cpu-z shows that while normal its 1.6ghz.

OCCT always shows the cpu underclocked by -54% at 1.6ghz.

How do i keep it at 4.6ghz at all times?

Help would be very much appreciated.
 
Why would you want it running full all the time? Its a waste of electricity and will make your computer run hotter than it should do. Most modern intel processors have power saving features, its all good in the hood, dont worry.

Set mine to 4.6 now ;)
I was always used to having a processor running OC all the time but it makes sense now.
I guess people just miss having it show up the full OC in the win 7 system properties.
