Need help with... creating a cue file (Rubbish title edited)

how to create a .cue file?
I have the bin but do not posses the matching cue. I can't figure out how to burn as an image with nero. It needs the .cue file :/

I recall I once managed to create a cue file but I forgot how I did it.

In notepad paste this and save it as blah.cue

FILE "BLAH.BIN" BINARY
  TRACK 01 MODE1/2352
    INDEX 01 00:00:00
