It's too old and I wouldn't even consider it. SLI is dead so you are stuck with legacy drivers which may not support new games and even when it was supported not all games make use of the second card. The cpu is outclassed by even a modern low end cpu and the psu (Superflower Leadex by the looks of it) is probably at the end of it's life. I certainly wouldn't want to drive a power hungry setup like that off a 10+ year old 650w psu. Have a rethink and avoid buying that no matter how low he will drop to (which will still be more than the pc is worth anyway).
 
set you max budget you would buy a pc for. and post it in the new build section, people will offer you advice on what to get which is last gen or current gen, both of which will be many times better that what you are currently eyeing for. If you want second hand, then you can ask for advice along with setup config before buying.

As others have mentioned, the setup you are planning to buy now is definately not worth the price.. plus it would be best asking him what components are in it. Very unusual if he doesn't know unless he wasn't the one who built it.. hell i remember most of the wc parts i added for all my previous builds.. even going back to the Athlon XP days some 20+ years ago.

From a general look, cpu block looks like a Supremacy. Possibly the EVO edition but due to age probs not.
GPU - Possible the Pascal x.. but need a face view of the block
Fittings are EKWB standard (not the fat QT types)
Res - EKWB EK-Res X3
Radiator: Not sure.. doesn't look like an EK rad - not boxy enough.. loooks more like an Alphacool 360
Everything else looks hidden in bottom compartment so can't say

Back out of the purchase that’s going to play new games pretty horribly.

For example - the 4060 which is an entry level graphics card and not well reviewed is over 230% better
 
That would have cost a small fortune
When it was built probably
Think that motherboard was maybe released in 2011

But most of it as the guys already pointed out
Is obsolete
Could reuse the case
Radiators
Pump,fans,psu while still working have had a very long life
And could fail at any time

All depends what your budget is of course
But let's say £500 since you said £479 for that
You would be better off looking for second hand stuff
That isn't watercooled
You'll get more for your money that way

Some of the guys in here are great at
Build lists for a specified budget
But not sure what they could come up with for
As little as £500

Custom watercooling nowadays is expensive
£500 might not even cover the watercooling parts
Never mind the pc hardware
And a lot of the reasons to do it are gone
 
Oh, well is there anything else I could look for in terms of a £500 budget then?

I'm looking to stick with Intel since my current PC has an i5 4690K, so I'm wanting something more powerful.

I am not really up on second hand pc prices
But I never stick to intel or amd
I buy whichever gives me the best bang for the buck
Regardless of who makes it

My gut instinct for £500 budget second hand
Would be an am4 platform pc
Probably the longest running platform i can remember
Which means lots more on the second hand market
More availability means a lowering of price
Basic supply and demand
It also means you could buy one now
But still have a possibility of upgrading the cpu in the future
Not sure what your intended use was
If it was mentioned apologies if I missed it
But if its gaming that would still allow future x3d cpu upgrade

If there's a better intel option for the money
Pretty sure the other guys will give you their thoughts

New, this is the best I could do. You could get a Ryzen 5600 cheaper (if you include the motherboard cost), though there are cheaper B660/B760 and H610 motherboards that would work for the 12400F.

From TPU's GPU database:
- RX 6600 is 85% faster than a single GTX Titan (support for two cards is not great with modern games, so I'd expect the RX 6600 to be consistently much faster). It also uses around half the power of a single GTX Titan.

For new stuff
But he's not too far off
If there's flexibility in your budget
A cheaper case, motherboard and PSU are definitely doable to squeeze it closer to the budget. E.g. Aerocool Trinity is available delivered for ~£30 and H610 motherboard (~£60) :)
