Need help with ram

hello currently having a problems with my ram I have 8 gig of ram but my pc says 3.90 usable. would also like to know how about upgrading my ram as well?

my pc specs:
windows 10 64bit
motherboard is asus msa97 r2.0 turbov evo
cpu is AMD fx6300 six core (water cooled)
ram is patriot ps000784 x2 4gig

Run something like cpuid-z and see if it sees 2 ram sticks. Sounds like one of them is dead.
