Why are you trying to get into safe mode... Your description sounds very much like what windows does if you try to change motherboard without first deleting any motherboard chipset/IDE/SATA drivers.
I assume the PC wont boot in normal mode either. Anyway what happened that makes you need to use safe mode.
You might get away with reinstalling XP/Vista in repair mode (boot from CD and dont use recovery console). Most windows CD's will offer repair mode, and it will refresh all the OS files on the hard drive. Repatching service packs is essential after a repair.
