Need Help With Troubleshooting Sound and Rebuild

For the last few months, i've been having a real trouble with my sound. I can play Audio on VLC, Windows Media Player etc etc just fine, and i can also play Audio on Youtube or any other website just fine, but the problem arises when i'm listening to Audio ( on any player or website ) and surfing the web at the same time.
I used to be able to watch a youtube video, while playing music on VLC and surfing the web with 7 or 8 tabs open all at the same time .. maybe even have a game like diablo 3 running in the background, minimised while i look for a walkthrough or something. All with no issues atall.
But now, i can barely listen to a song without it distorting ( like a slowing down caused by too much loading at once ) when i open another tab. once the new tab has loaded the distortion finishes and the audio goes back to normal.

its driving me insane when i know my PC is capable of doing so much more than playing a song while loading another web page at the same time but i can't work out whats gone wrong. i've tried Firefox and Chrome but it happens on both, as far as i know all my drivers are up to date too.

Is there anyone else had this problem??
