Hi I have an old computer from 2005 here is the specs as far as I know:
Intel Pentium 4 3.20 GHz
Windows XP
intel D845GEBV2 motherboard

When I checked with the intel processor identification utility it said that my processor was only running at just under 2 Ghz. Other programs like Cpu-z said that my processor was running at around 1.5 Ghz. Is there any reason why it could run so slow?
 
Does it have Intel Speedstep?

Check the Bios to see if Speedstep is enabled, if you put it under load with something like prime95 does it jump up to full speed?
Also Check if there is any power management enabled in the OS, if you disable it does it run at full speed?
