I want to format my new PC (not for cleaning reasons)
Ive got an annoying problem where in every game i see flickering faint white lines, ive posted on multiple forums, no one wants to help me. im out of ideas.
No idea what to do so I just wanna wash eveything away and try and see if it helps

ive bought an OEM Win 7 fom OcUK. will the key provided still work on the same PC ?

Spec:

GTX460 768MB

AMD Phenom II X2 555 BE 3.2ghz

G.Skill 3gb Ram DD3

Monitor:

Refresh rate: 60

res: 1680x1050

LG Flatron W2234S

Everything connected properly, ive got no idea what the *****Don't swear***** is wrong

Youll be fine to use your windows yes
Try formatting, after installing windows download the latest drivers direct from NVidia, dont use disk, if the problem still persists it could be faulty card, you could try flashing the cards BIOS, or if its in warranty simply return for exchange, what make/model is it? In case its a known issue

Before reformat I'd be uninstalling Nvidia Control Center. Booting up without drivers (res will reset to 1024xwhatever) then reinstalling them, checking for the lines throughout.

Tried everything

New DVI-VGA cable
Other monitor
Different drivers

still nothing. The card is on warranty. If I sent it back would they send me a new one ?

I'd try a reformat just incase something's going on. If that doesn't solve you can be pretty sure it's the GPU. If it's in warranty, send it back with the description you gave us. Possibly even link this thread. But be sure to of tried all the suggestions.
