Need ideas - ghetto media system

I'm fancying a new project and I'm looking for input as I'm not fully certain how to implement this. I'm a bit rusty so bare with me.

Basically I'm looking to build a cheap system that'll handle HD video playback hooked up to my TV via HDMI. Ideally I'd like to remote into it somehow from my android tablet and playback DVD's, video files stored locally and also YouTube vids.

So my main questions are:

What hardware will be adequate to do this?

What software wizardry do I need in order to achieve what I'm after?

Why not get a Chromecast and buy the Plex app and hook it up to NAS?

I've got a media library on my NAS which is controlled through any of my tablets and phones and cast it to the TV with the Chromecast dongle. Could work out cheaper.
