Need more GFX oomph

I have a MSi P67a-GD65 board with an Intel i7-2600k CPU, 8GB of RAM and a MSi Windforce3 570GTX GFX card (sadly my 580GTX died recently).
My issues are playing Elite Dangerous that I tend to get a lot of stuttering around stations, which seem to be related to the GFX card. Looking at Msi Afterburner my GFX load is 99/100% all the time so this card is being worked to the bones.

So time to upgrade, but sadly funds are currently rather limited. With my board being PCie-2.0, am I correct in thinking an upgrade to a current gen £250-ish card is not going to buy me much of an improvement due to the PCie-2.0 limits?

Am I better off looking for a second 570GTX, or even a 670 GTX and running in SLi ? I realise that running in SLi will then drop my cards to 8x instead of the 16x when in single mode.

Am I barking up the wrong tree, should I be looking towards saving for a new cpu/mobo/ram combo first? I'd love to drop £2k on a new system as I've done in the past, but just not an option right now. Times are what they are :(
 
CPU and mobo are fine, there is not much in it between pcie 2 and 3 when running an single card.

What you need is something like GTX 970, a proper upgrade.
 
Upgrade to a 970 at the least imo. I dont think you'll be limited by the PCIE 2.0/3.0 thing. Its pretty negligible from what i've read.
