I currently have an 850w power supply running a 6600k, asus rog alpha motherboard, blurry, 3xhds and a r9 390, can I add a second 390 under the current power supply?
 
Which brand & model 850W PSU do you have? A good quality 750W PSU will run your setup with two 390's if you're not overclocking, but a fair/poor quality 850W will have issues.

I went with a good quality 1200W PSU with my two 290's after my good quality 750W crashed when trying to run both GPUs overclocked and over-volted. It pulled 941W from the wall when it cut out! :D
 
^This. It's all about the quality. If you have a 850w generic psu then no but if you have a quality one that is capable of delivering all of it's power on the 12v rail then maybe. It also depends on which 390's you have. If you have the likes of a Lightning or Classified then they can pull massively more power than a standard card, especially when overclocked.

I am running the Corsair RM850x fully modular power supply
 
That's a very good psu but like I mentioned earlier, which 390's do you have? If you have the likes of a Lightning or Classified then they can pull massively more power than a standard card, especially when overclocked in which case you want more than 850w.

I am using the standard cards, gigabyte windforce, I don't believe they are overclocked so can I assume they draw the standard amount of power?
 
You should be fine then. You could buy a plug in energy monitor to see how much you are pulling at the wall. The power that the psu will be delivering to the components will be less than this.
