need some advice on a new build

Hay guys i want to build a new system that i can play MMO's on and stream the game play and use my hd webcam all at the same time. i dont have unlimited
money so please nothing to expensive please

i know this might seem random but some one said you need a certain type of graphics card to be able to stream your game play? is this true or is my mate talking rubbish?

ok cool thank you. im building this for my friend and she wanted me to double check this will be ok for her. she will be streaming hearthstone and wow and wants it to be streamed at a reasonable quality so its watchable with no dropped frames, or lagging, or jumping and have her web cam on.
so this will be fine for all that right? also how easy would it be to add a second screen to this build?

yea she uses OBS and dont think she really wants to stream at hd just tream a good pic that runs smooth
