I have my bottom rad fans pushing downwards, but I am using a castor base which gives me a good bit more clearance from the floor.
Your way its pushing hot air from the rad up into the system, but whether you notice a great deal of difference is purely academic tbh, what with your front fans and rear case fan catching it before it makes any real world difference.

There is no bottom rad in that picture so the fans in the bottom will be pulling cool air in. Mine is almost identical except that I put two fans into the other side panel to pull more air in across the hard drives and another 120 in the 5.25" bays under my bluray drive. (what with the restrictive mesh/filters)

It looks similar to my setup (although i dont have a fan on the base or the back bottom)
Airflow works alright to me pulling in the cool air from the front and pulling it out the top or the back.

Do the rad on the floor not suck all the dust in though?

No rad at the bottom.
