Need some help PC will not start

Hi guys need some help, my PC will not start, when ever I push the power button the Graphics Card fan comes on at full speed, (its an ati one and all 4 red lights are on if thats helps)

When I tried to put in one of my older Graphics Card the power wouldnt come on at all.

Could this be a power supply issue or does it sound like I need a new mother board and CPU

Thanks for the reply, turned it off when I went to bed and when I turned it on the next morning it wouldnt boot.

But I have checked all the cables and none are lose and it still isnt booting.

Thanks for the reply, nope no onboard graphics to try and the only 2 power connections that fit the card are in the card.

Like I said I tried it with an older nvida card Ive got and it turned on for a sec and thats it, might be worth me borrowing a psu from a friend and giving it a try.
