I think you've ruled almost everything out and you're virtually running a skeleton setup outside of the case.
I suspect you've tired this:
- Clear the CMOS
- 1 Stick of memory
EDIT: What is the make and model of that PSU you're testing with?
silly answer as it could be this,
Have you fitted it into the case and put the the power switch, power reset,hdd, ect, clips from the case to the mobo and see if that helps.
All things seem to be pointing that way - and you've had more parts to test than most ppl have to hand.
Still a gamble i know - due to sod's law.
Good luck with it.
Similar thing happened to my second PC last month, and it was the mobo.
Have you tried a different one?
At least the turn around should only be ~10 days.
