Need some Help Quick

Well I just built my first ever rig, extremely happy!

I used my old HDD and installed Win 7 64 bit on it, and the interent is downloading files at 2-3KB/sec which is killing me!

I checked my drivers and found out that: Realtek PCIe GBE Family Controller is anciently out of date, I dont know if it has anything to do with the internet or not?

Any advice on why it could be going so slow.

But even my browser is slow.
Also im downloading a Wow Patch and I cant Right click > Download all?
The Wow patch is saying its at 2-4KB/sec
Also Adobe Flash Player is the same

I did the student discount upgrade offer from Windows 7.
Bought the disc in the offer as well.
Just turned my Router off and on, and my rig off and on.
Still no change in speeds :\
 
Its sorted out now, I think I just had to install something when I restarted the computer.

Downloading is still not as fast as the old computer, got the WOW Patch to about, 40KB/sec - 300KB/sec.

Keeps fluctuating like mad, youtube is playing now tho.
