Need some Improvement on this spec please

Hokay so my Brothers spec'd up a PC that he wants to buy, and from what I've seen around here for less than this, and for what he's willing to pay, I think this isnt great.
The Machine will be used for gaming, and should be futureproof for 2-3 years, able to upgrade along the way, lets say a budget of 600-700.
I said a Quad isn't really nessercery, but he's said it is and that a Dual Core wouldnt be future proof enough.

rule one dont post a competitors website with prices just list the actual goods

secondlyi think your going to have to up your budget if you want it future proof for 2-3 years the 9800GTX wont be that competitive with the newer games coming out and for that price you could have replaced with a 4850 at least. dont think your psu needs to be that powerful i run a 620w psu on my spec in sig and it runs fine. also this system wont work! no Harddrive!

Sorry about the HD, forgot to stick that in.
I've already told him that the 9800 isn't great, and that it wont be futureproof for very long, and I also linked him to the 4850 and the 4870.
And yup, the PSU is overkill, told him that to.

Just i'm not sure on what would be better in terms of specifics.

tell your friend if he wants a good gaming machine he need to look at £800 minimum for something that can challenge todays games tell him eithier to save up an extra hundred or two else his investment wont live long and he will be back to square one in 6-12 months or so
 
could always swap the processor to the AMD Phenom II X4 Quad Core 940 Black Edition 3.0GHz (Socket AM2+), or maybe get a decent cooler and clock the tri core.
