Need some python help!

I really need some help with a python program I have to create. I have taken a pic of the problem, it shouldnt be too hard, but i really need help to nail this problem.

Not to sound harsh, but I doubt there's many people willing to take you through your homework..

You'd be better off having a good go at it, and posting about each individual problem you hit - rather than giving us the assignment sheet and saying "how do I do this?"...

yeah, I guess i do not really understand fully how to tackle it, heres what ive done so far, http://pastebin.com/m29fe6e4d , i should have part 1/4 comepleted, reading in the passengers, but part 3 , showing state of aircraft is confusing me.
