Sounds like CCC settings are missing somehow. Haver you used any sweeper tools or reg cleaners? Might be worth reinstalling the drivers. Use DDU if you want to use any driver sweeping tools.

Hmm not sure. Reinstall drivers and make sure both cards are actually working ok, maybe one died?
unstallant drivers --> do AMD install clear
and start fresh, also remove all OC's CPU, RAM and GFX
try again?
