Need some suggestions on my new webpage!

Basically I'm going to have a large map as the front page. On this map I really want certain areas of interest to be rollovers so they change shade when mouseover, and also to pop up an info box, like you see on those warcraft pages.
I've been racking my brains over how to do this but all I know well is html, some css, and some other basic misc. I cant think of a way using these to make a rollover for part of an image instead of the whole thing.

I think its time you learnt to use Flash, mate.

Either learn to use Adobe Flash which uses Actionscript 2.0/3.0 (Easiest Way)
OR: Learn to program in C# for web-based applications. (Slightly Harder)

These are the 2 easiest ways, trust me, you don't want to be learning Ruby or Java or something like that. There are tutorials all over the internet for both, and both are easy to learn IMO. Personally here for webpages I'd go for Flash.

Hmmm, this is concerning. A few years back everyone was massively anti flash as an alternative to other stuff :/ Guess its time eh.

For animated (as in fade) on background colours when you hover over use jQuery/Javascript.
For an instant switch from colour or image A to colour or image B us Sprites.

For the popup, I think you're referring to tooltips...
