need to make a graphic

I need to make a graphic based on an e39 sport or a e39 m5

Raster file type: 300 DPI
Vector file type
Canvas Size: 8.5" x 3.75"
CMYK only.


It appears the size has to be exactly that, i have no idea what the above means.

I think on the right half of the graphic there could be the car and on the left side a small BMW logo and the slogan the ultimate driving machine?

anyone help? small financial reward availible for your troubles
