Need to make system cool and quiet

Right, I have a amd 64 3700+ along with a 7800gtx, case is a coolermaster wavemaster. Im trying to get the damn thing to be quieter as its quite noisy at the mo ,the temp does stay at around 35c on idle, wanting to keep it cool as this but a lot quieter. Can anyone suggest a decent cooler for the processor? Cash is a bit of an issue as im skint at the mo, max i can spend is £35

the arctic cooling freezer 64 pro is supposed to be a good cooler and pretty cheap too. Its £18 at ocuk but usually the delivery is pretty step.

cool and quiet is on, its still too noisy. Switched the 2 front fans off so its a bit quieter now, and ordered the arctic freezer, hopefully that will quieten this thing down
