Neighours delibrately making noise

Thoughts welcome. Seems every turn defeated and have to put with inconsiderate and worse of all delibrately loud neighbours, goes out their way to slam bins. Looked into council, legal, installing cctv - minefield! - cant capture sound so whats the point / cant build heigh fences - you'd of thought the law should be on the side of the person affected id go so far as to say we feel intimited when stepping into our garden because we know they will be out and making more noise.

Unfortunately there isnt much you can do about it especialy if they are doing it on purpose to annoy.

Retaliation via some extreme YouTube video @ full volume, I had a similar incident this week, thankfully, I can sleep through a war (plenty of time spent sleeping behind truck refrigeration units) so they suffered Pingu (!) I slept like a baby.
