Net connection = faulty

My normal internet explorer (32 bit version) is unable to browse. When opened it comes up with the error, "Internet Explorer cannot display the webpage"

My 64 bit version works fine however.

Other programs such as Steam and Windows Live Messenger aren't connecting either. Anyone know how to fix this problem?

Cached pages? Are they previously saved pages viewable offline? If so I can see your reply so I dont think so.

Also how do I "ping" something?

Another thing: I was looking on the microsoft website for support, and it said theres a £45 charge for an email/phone support request after the first free 3 months of support.

That is a rip off!
 
I reinstalled windows and it was fine for a few days, but now the exact same problem has arose again. The internet works on the 64 bit IE and Windows Mail but nothing else. Windows says there is no problem with the connection either.
