Net connection jumping up and down

Got a draytek 2600+ router that connects me to pipex 1meg BB.

We use it at work for e-mail,internet etc. But i have noticed that if you download something the transfer rate jump up and down and it does this in a patten.

It goes from 100k to 50k then jump back up every 30 odd seconds. This happens even when there are no other computers turned.(apart from one testing connection) Connected to the router is also a Netgear switch.

Im lost to why this could be happening

I would say its Pipex, the same thing has been happening to me for the last 6 months. It's to do with their new bandwidth usage policy during peak hours. Pain in the ** tbh. I'm waiting for my mac code from them to move to a different ISP.
