Net nanny type programs

Hi there,

A friend of mine is having problems with his kid going to sites he shouldn't be and using his credit card details etc.

Are there any programs that would allow him access only to certain sites? It needs to be very strict.

Preferably cheap or free.

Can't he just discipline his kid and not let him get hold of his credit card details in the first place without resorting to such restrictive measures... or is the kid beyond help?
