Net slowness at times it qon;t even load at all?

The speed is more like dial up & at times it acts like it can't find a site. My DNS page comes up like it got typed wrong, but when I click the link, same thing. Is there a file I can post, so any probs. could be spotted?? Oh, I also get Can not load page like I am not online.

Ubuntu 11.04 it is cable, in windows it is fine.

Yes, I have made no changes I installed Ubuntu & that is all. If you want a copy & paste of a file just say.
