Network buffer measurements????

I have ran an online test found here http://netalyzr.icsi.berkeley.edu/index.html and most of the results seem positive however i am concerned about one of them which was highlighted red.

Network buffer measurements: Uplink 1400 ms, Downlink 140 ms

We estimate your uplink as having 1400 msec of buffering. This is quite high, and you may experience substantial disruption to your network performance when performing interactive tasks such as web-surfing while simultaneously conducting large uploads. With such a buffer, real-time applications such as games or audio chat can work quite poorly when conducting large uploads at the same time.

I have searched Google with little success can anyone here shed some light on what this problem is?

I'm no expert but it just looks like they are saying your ping is high? also NOD just blocked it.
