network discovery turns off on its own?

I have network discovery turned on along with file sharing. it seems every few secons (might be more but you get the point) the setting gets cleared and goes back to the off position. It's a pain to have to enable this all the each time. Does anyone know how to fix this?

I'd like a default Private Network (Discovery and File sharing on)

Anyone help?
