Network permission problem

PC1 has Windows SP3 on it, PC2 has Windows SP2 on it. PC1 can see PC2 ok and has permissions. But PC2 can see PC1 under Entire Network>Microsoft Windows Network>MS Home>My PC name but when double clicking it I get this error:

\\My PC is not accessible. You might not have the necessary permission to use the network resource.

The network path was not found.

Why would that be?

Does PC1 have any firewalls running? If so try disabling them (both windows firewall and any third party firewalls). I don't think windows firewall causes issues with file sharing, however this might have changed with SP3. 3rd party firewalls however do sometimes block windows file sharing.

If this solves the problem get googling, it shouldn't be too hard to configure the firewall to let through file sharing.
 
Not sure if it is the Kaspersky firewall because I tried disabling it on both PC's and still had no luck. One thing I notice is that on PC1 the Sharing tab has different options and buttons on it than on PC2. Why is that? Is it something to do with the SP3 verses SP2? e.g. PC1's Sharing tab has Permissions, Cashing and New Share buttons, whereas on PC2 it doesn't. Why?
